The Office of the Director (OD), NIH Ethics Office in the National Institutes of Health is seeking exceptional candidates for the position of Senior Policy Officer (Ethics). This is a career Federal position in the Senior Executive Service. See “Duties” section for a list of the major responsibilities.
As part of the SES at NIH, you will be among a group of highly skilled executives, contributing to one of the most important missions in the Federal government: improving the health of the Nation and saving lives.
APPLICATIONS MUST BE RECEIVED ELECTRONICALLY BY THE CLOSING DATE (11:59 PM)
Duties and Responsibilities:
To achieve its mission of advancing biomedical and behavioral research to improve the health of the public, the NIH must have the trust of the public that the decisions and activities of the agency and its employees are unbiased. The creation of this new position is part of a comprehensive effort to strengthen the program of ethics oversight for NIH employees. The NIH Ethics Office (NEO) is responsible for overseeing and providing strategic direction of NIH activities relating to ethics policy, oversight, risk management, and operational activities. Within the NEO are two subordinate Divisions: The Division of IC Operations and Liaison, which includes the IC Services Branch, the Central Services Branch, and the OD Services Branch; and the Division of Policy and Management Review, which includes the Policy Development and Management Oversight Branch and Continuing Education and Training Unit.
This position provides leadership and oversight to staff in the Division of Policy and Management Review. In addition, the incumbent serves as the Senior Policy Officer to the Chief NIH Ethics Officer and provides agency wide advisory services relative to the development and administration of NIH policies for implementing government wide and Departmental supplemental standards of ethical conduct and conflict of interest and financial disclosure statutes and regulations. As a senior official, the incumbent participates in overseeing a rigorous program of quality control and risk management, including assessing the effectiveness of conflict of interest operations and the application of delegated authority to the 27 Institutes and Centers and the Office of the Director of NIH. In this capacity, he/she is responsible for assisting in the development of NIH standards of conduct policies and procedures, and appropriate controls. Policies, procedures, and regulations deal with extremely difficult legal questions, the interpretation of government wide and Departmental statutes, and regulations that are often precedent setting in nature. Decisions require detailed analyses and review, consideration of all relevant legal principles and policy factors in light of the NIH mission, and collaborative relationships with other government programs, private industry, and academia. This position provides oversight and supervision to staff in the Division of Policy and Management Review.
Qualifications:
This vacancy requires that you MUST submit a narrative response to the Executive Core Qualifications and Professional/Technical Qualifications statements (see below). If you do not submit this information by 11:59 p.m. of the closing date of the announcement, your application will not be considered.
BASIC QUALIFICATIONS:

To qualify, candidates must have had senior level experience (GS-14/15 or equivalent) that meets the following mandatory qualification requirements. EXECUTIVE CORE QUALIFICATIONS (ECQs) (Mandatory):
You must submit a narrative statement in response to each of the Executive Core Qualifications (ECQs) listed below. The ECQs assess the broad executive skills needed to succeed in the Senior Executive Service (SES). Applicants need not address these Competencies individually in the narrative but they should be reflected in the related ECQ.
Applicants should also incorporate the Fundamental Competencies which are the foundation for success in each of the ECQs. Since the Fundamental Competencies are cross-cutting, they should be addressed over the course of the ECQ narrative.
